摘　　要：以伊春国有林区为例,通过梳理其政企政事分开改革进展,分析政企政事分开改革对国有林区的影响。结果表明:国有林区政企政事分开改革的各项举措已经落实完毕,但仍然存在办社会职能移交不彻底的现象;政企政事分开改革加速了国有林区与地方的融合,同时对森工企业、林区社会、林区职工等也产生了诸多影响。为了后续改革得以顺利施行,必须着力保障职工妥善安置,强化政府宏观管理职能,加速区域经济融合进程,完善应急处理运行机制。⑴Background——Heilongjiang Yichun Forest Industry Group Co.,Ltd.was formally established in 2018,and a series of reform measures to separate government and enterprise from government affairs subsequently marked the complete end of the integrated management system of government and enterprise.⑵Methods——From May to October 2019,the research team went to the Jinshantun,Wuying,Youhao and Tieli Forestry Bureau of Yichun State-owned Forestry District to collect information and data by means of field investigation.At the same time,in-depth interviews with forestry bureaus,employees,and forestry management personnel,in order to obtain more in-depth information.⑶Results——①Yichun Forest Industry Group was officially listed for operation.As of February 26,2019,all the 17 forestry bureaus under its jurisdiction have been registered as forestry bureau companies and have a sound corporate organizational structure.②On July 13,2019,Yichun municipal government completed the adjustment of administrative divisions.At present,4 counties,4 districts,11 towns and 13 sub-district offices have been newly established.③Breakthroughs have been made in the transfer of social functions,but overall there is still a problem of incomplete transfer.Regarding the transfer of administrative power,the current forest industry enterprises are gradually developing towards“de-administration”.The typical forest industry enterprises surveyed have all transferred more than half of their administrative power to the local government.④The reform of separation government and enterprise has had an extremely important impact on state-owned forest areas,which is reflected in accelerating the integration process of state-owned forest areas and local governments,improving the current management system of forest industry enterprises,and raising the psychological expectations of forest employees.However,there is still room for adjustment of reform measures.⑷Conclusions and Discussions——First of all,the establishment of Yichun Fores
