天保工程二期政策实施绩效实证分析

摘　　要：以伊春林区为研究区域,通过构建天然林保护工程政策实施绩效综合评价指标体系,采用模糊综合评价法对天保工程二期政策实施的绩效进行综合评价。结果表明:伊春林区天保工程二期政策实施绩效总体评价结果为“一般”,其中生态效益评价结果为“比较好”,社会效益评价结果为“一般”,经济效益评价结果为“一般”;在天保工程二期政策实施后,伊春林区生态环境得到有效改善,生态文明建设水平得到提升,林区产业正在稳步转型,但依然存在林区森林资源经营困难、社会保险补助资金不足、产业结构不合理等问题。因此,应该提高森林抚育补助资金和补贴标准,加强国有林区基础设施建设,增加就业岗位,进一步发展林区接续产业。⑴Background——As a major ecological protection project in China,Natural Forest Protection Project(NFPP)has a profound impact on the restoration and protection of natural forest resources,the sustainable development of state-owned forest areas and the construction of ecological civilization.At present,the second phase of the natural forest protection project is coming to an end,so it is particularly necessary to evaluate the implementation effect of the project.⑵Methods——This paper takes Yichun state-owned forest area as a research sample.The statistical data is collected from official statistical yearbook of Yichun in the past ten years and thousands of questionnaires filled out by Yichun residents.In addition,the analytic hierarchy process(AHP)is used to construct a three-tier performance evaluation index system for the implementation of the second phase of natural forest protection project in Yichun,and the fuzzy comprehensive evaluation method is used to comprehensively evaluate the implementation performance of the second phase of Natural forest protection project.⑶Results——The results of the study show that the overall evaluation result of the implementation of the second phase of Natural forest protection project in Yichun is“general”,in which the evaluation result of the ecological benefit is“better”,the evaluation result of the social benefit is“general”,and the evaluation result of the economic benefit is“general”.The study found that after the implementation of the second phase of Natural forest protection project,the ecological environment in Yichun has been effectively improved.Ecological civilization construction level also have been promoted.Simultaneously,forest industry is steadily transforming.However,there are still the following problems:First,the forest tending project funds are not fully in place,resulting in the forest age group area and forest structure are still in an unreasonable state.Second,the forest infrastructure is backward seriously,which makes infr
