基于“一案三制”的综合医院新发重大传染病应急管理体系建设实践

摘　　要：新发重大传染病是人类面临的巨大挑战。天津市第三中心医院按照我国突发事件应急管理建设"一案三制"的基本框架,为新发重大传染病处置工作提供了组织基础、工作流程、制度保障和行动方案。从医院应急管理过程的防范、准备、反应三个阶段入手,从医院应急反应的指挥、行动、计划、后勤、财务管理五个模块出发,关注传染病救治与防控工作中的统一指挥、高效救治、精准防控、准确上报、快速组队、完善保障、有效监督等环节,完善应急管理组织构架、监测预警报告机制、指挥协调机制、保障机制、监督问责制度等具体内容,构建一个全方位、立体化、多层次、综合性的救治与防控应急管理体系。Major emerging infectious disease is the great challenge for human being.Based on One Case Three Systems"as the main framework,Tianjin Third Central Hospital provides an organizational basis,work process,system guarantee and implementation plan for major emerging infectious disease.From the three stages in hospital emergency management process,including prevention,preparation and response,the hospital starts from the five modules of hospital emergency response,such as command,action,planning,logistics,and finance management;and focuses on the following links,covering the unified command,efficient treatment,precise prevention and control,accurate reporting,rapid team formation,perfect guarantee,and effective supervision in the work of epidemic treatment and control.The hospital has established an all-around,three-dimensional,multi-level and comprehensive emergency management system which includes specific mechanisms,such as the emergency management organization structure,monitoring and early warning reporting mechanism,command and coordination mechanism,guarantee mechanism,and supervision and accountability system.
