摘 要:人力资本投资和使用是参与经济活动实现价值增值的两个重要环节,其效率是衡量人力资本作用发挥程度的重要评价标准.本文选取2012、2015和2019年三年的截面数据,通过构建人力资本投资和使用效率评价体系,运用DEA模型对我国五个少数民族地区人力资本效率进行研究分析,研究发现:我国五个少数民族地区人力资本投资效率高于全国,但各自治区之间人力资本使用效率差异较大,部分地区人力资本投资效率和使用效率不匹配,人力资本使用效率低且不断下降,部分地区存在投资过剩现象.最后基于结论提出对策.Human capital investment and utilization are the two important links to other economic activities to realize value increment,and their efficiencies are important evaluation criteria to measure the extent to which human capital plays a role.This paper selects the three-year cross-sectional data for 2012,2015 and 2019,and uses the DEA model to study and analyze the efficiencies of human capital in the five ethnic minority regions in China through the construction of a human capital investment and utilization efficiency evaluation system.The study found that the human capital investment efficiencies of the five ethnic minority regions in China are higher than those of the rest of the whole country,but the human capital use efficiency varies greatly among the autonomous regions.The human capital investment efficiency and use efficiency in some regions do not match,with the human capital use efficiency being low and declining;while some regions have the phenomenon of excess investment.Finally,countermeasures are put forward based on the findings.
