政策工具与价值链双重视角下棉花政策文本量化研究

摘　　要：构建“政策工具-价值链”二维分析框架,对2004—2020年有关棉花政策文本进行量化分析,并从新发展理念出发探讨了棉花政策工具的匹配性。研究结果表明,我国棉花政策已形成“环境型为主,供给型为辅,兼顾需求型”的政策工具结构,3类政策工具内部结构呈现不均衡特征;从价值链角度来看,我国棉花政策以生产环节为主(72.9%),兼顾流通(15.2%)和加工环节(11.9%);政策工具与新发展理念的协调匹配程度有待加强,创新和共享是我国棉花政策工具选择的主要导向,协调与开放方面的政策工具使用较少。据此,提出优化协调棉花政策工具结构、构建推动棉花产业高质量发展的政策工具体系的建议。By constructing a two-dimensional analysis framework of"policy instrument and value chain",this paper makes quantitative text analysis on cotton policy from 2004 to 2020 and discusses the matching of cotton policy instrument from the perspective of new concept for development.The results show that China's cotton policy has formed a policy instrument structure of"environment-oriented,supply-oriented,taking into account the demand",and the internal structure of the three types of policy instrument is unbalanced;From the perspective of value chain,China's cotton policy mainly focuses on production(72.9%),and takes into account circulation(15.2%)and processing(11.9%);The coordination and matching between policy instrument and new concept for development needs to be strengthened.Innovation and sharing are the main guidance of cotton policy instrument selection in China,and policy instrument in coordination and opening up are insufficient.Accordingly,the paper puts forward suggestions on optimizing and coordinating the structure of cotton policy instrument and building a policy instrument system to promote the high-quality development of cotton industry.
