芬太尼类物质滥用防控难点与对策研究

摘　　要：芬太尼类物质具有毒性强、更新换代速度快、成瘾性强等特点,滥用风险大,危害人体健康。近年来,欧美出现多起滥用芬太尼类物质致死案例,致死人数急剧增加,对各国的毒品管制制度和公共卫生安全造成严重挑战。当前,芬太尼类物质的防控缺乏明确的法律规制标准和高效的检测技术,其互联网交易的隐蔽性强,世界各国毒品管制制度存在法律漏洞,我国预防教育宣传不到位。结合国内外芬太尼类物质滥用现状,建议我国完善法律规制体系,健全监测预警机制,加强预防教育工作,明确部门职权并加强专业培训,加强国际合作并建立区域间协作机制,助力新形势下芬太尼类物质管控以及毒品治理。Fentanyl has the characteristics of strong toxicity,fast renewal and strong addiction,which is dangerous to human health.In recent years,there have been many cases of fentanyl abuse in Europe and America,which has caused a sharp increase in the number of deaths,which poses a serious challenge to drug control system and public health safety in various countries.At present,the prevention and control of fentanyl is lack of clear legal regulation standards and efficient detection technology,its Internet transactions are highly hidden,there are legal loopholes in the drug control systems of various countries in the world,and China’s preventive education and publicity are not in place.Combined with the current situation of fentanyl abuse at home and abroad,this paper suggests that China should improve the legal regulation system,improve the monitoring and early warning mechanism,strengthen prevention and education,clarify the authority of departments and strengthen professional training,strengthen international cooperation and establish regional cooperation mechanism,so as to help fentanyl control and drug control under the new situation.
