摘　　要：河道整治是经济社会实现高质量发展的基础工程,坚持经济效益和生态效益并重是其核心内容。河道整治工程具有功能多元、影响深远、技术多选、效益多向等综合特点,这些特点决定着河道整治必须坚持建管并重、系统施策,并以强约束的方式压实各方责任。宿迁市黄河故道整治紧扣江苏“两个率先”的苏北难点,在规划设计上坚持高标准,多元化植入生态环境和文化景观要素;在监管措施上坚持高水平,体现了效率优先的管理目标;在施工控制上坚持高质量,体现了创新方法引领施工方法的科学内涵。River regulation is the foundation of high-quality economic and social development,and both economic and ecological benefit is the core content.The river regulation works have the comprehensive characteristics of multi-function,far-reaching influence,multi-choice of technology and multi-direction of benefits,which determine that the river regulation must attach equal importance to construction and management,implement policies systematically,and compact the responsibilities of all parties in a strong restrictive way.The renovation of the ancient course of the Yellow River in Suqian City is closely related to the difficulties of“two take the lead in”for Northern Jiangsu Province.High standards for planning and design are adhered to,and diversified ecological environment and cultural landscape elements are implanted.The high level of supervision measures are adhered to,and the management goal of efficiency priority is reflected.High-quality construction control is adhered to,and innovative methods to lead the scientific connotation of the construction method are shown.
