摘　　要：本文依据法律规定和政策要求,创新性地提出采用登记制而非许可制,以市场化手段而非行政手段设立M站的途径和原则;给出I/M软件闭环管理的具体流程,并对M站设立过程中需要注意的问题以及市场化条件下I站和M站的监管进行了讨论;最后介绍了芜湖市据此实施I/M制度所取得的成效。Based on legal provisions and policy requirements,this paper innovatively proposes the approaches and principles of using registration system rather than licensing system and establishing M station by market rather than administrative regulation.This paper gives the specific process of I/M software closed-loop management.The problems needing attention in the process of establishing M station and the supervision of I station and M station under the condition of marketization are also discussed.Finally,the results of implementing I/M system in Wuhu City are introduced.
