社会冲突治理:理念导向与策略选择——基于一个典型事件的实践反思

摘　　要：社会冲突具有社会整合的"正功能",然而在以维护社会稳定为首要治理目标的政治精英看来,社会冲突更多地表现出一种社会不稳定状态,破坏着社会秩序乃至国家改革和发展的大局。面对社会分化与冲突的现实,应把握社会主要矛盾的转化,明确社会冲突治理的理念导向,重构社会冲突治理的策略选择。在整合社会冲突过程中,政治精英需要体认社会冲突的"正功能",主动介入社会冲突与抗争,将具体冲突事件的妥善化解作为社会安全阀,从而掌控社会冲突的强度与影响,通过化解社会冲突以维护社会稳定。同时,构建社会安全阀机制,丰富社会冲突治理的制度化渠道,以促进社会利益主体表达和参与,推动社会有机体的良性运转,增进执政党与人民群众的沟通与联结,实现政治共同体的有机整合。Social conflicts have the“positive flmction”of social integration.However,from the perspective of political elites whose primary governance goal is to maintain social stability,social conflicts show more of a state of social instability,undermining social order and even the overall situation of national reform and development.Facing the reality of social divisions and conflicts,we should grasp the transformation of the main social contradictions,clarify the conceptual orientation of social conflict governance and reconstruct the strategic choice of social conflict governance.In the process of integrating social conflicts,political elites need to recognize the“positive fbnetion”of social conflicts and actively intervene in social conflicts and protests,so as to use the proper solving of concrete conflicts as social safety valves.In this way,they can control the intensity and impact of social conflicts and maintain social stability through resolving social conflicts.Meanwhile,political elites should establish all kinds of mechanisms of social safety valves and enrich institutional approaches for social conflict governance,so as to promote social interest expression and participation,thus pushing the healthy operation of the social organism,and enhancing the communication and connection between the ruling party and the people,thus realizing the organic integration of the political community.
