论“海洋命运共同体”理念与“21世纪海上丝绸之路”建设的交互影响

摘　　要：“海洋命运共同体”理念进一步丰富了“21世纪海上丝绸之路”建设的价值引领,“21世纪海上丝绸之路”建设则是践行“海洋命运共同体”理念的重要平台。应对非传统海洋危机问题,既是“海洋命运共同体”价值理念推广的试验场,也是“21世纪海上丝绸之路”建设的重点领域。虽然以“海洋命运共同体”理念为价值引领的“21世纪海上丝绸之路”建设是一个渐进的过程,但是通过立法和司法等方式进一步传播“海洋命运共同体”理念,有利于推进“21世纪海上丝绸之路”建设。此外,增加“21世纪海上丝绸之路”建设合作文件的硬法因素,也有利于保障“21世纪海上丝绸之路”建设的顺利进行。The concept of Maritime Community with a Shared Future further enriches the value guidance of the construction of 21^(st) Century Maritime Silk Road,the construction of 21^(st) Century Maritime Silk Road is an important platform for practicing the concept of Maritime Community with a Shared Future.To dealwith the non-traditional ocean crisis,it is the proving ground for the extension of the value concept of Maritime Community with a Shared Future,and the key area for the construction of 21^(st) Century Maritime Silk Road.The construction of 21^(st) Century Maritime Silk Road guided by the concept of Maritime Community with a Shared Future is a gradual process,the concept of Maritime Community with a Shared Future can be further disseminated through legislative and judicial means,which is conducive to accelerating the construction of 21^(st) Century Maritime Silk Road.In addition,putting‘hardlaw’elements into the cooperation documents of the construction of 21 st Century Maritime Silk Road will help ensure the smooth progress of the construction of 21^(st) Century Maritime Silk Road.
