尺度重组视角下我国海外园区空间治理体系重构研究

摘　　要：随着全球化进程的加快与我国“一带一路”倡议的提出,海外园区已成为我国在资本领域化与再领域化过程中的重要空间选择以及国家尺度重组的重要策略。因此,本文以尺度重组作为理解国家、区域发展规律和空间治理的重要研究视角,运用尺度分析方法对我国海外园区空间治理体系进行重构分析。研究发现:第一,当前我国海外园区主要包括自下而上的高尺度支持性、自上而下的高尺度总揽性和低尺度支持下园区领域化三种空间治理体系;第二,运用TPSN模型从领域、地方、尺度和网络四个维度重新构建了我国海外园区空间治理体系框架;第三,分别从制度设计、组织体系、投融资体系、规划体系和保障体系重构我国海外园区空间治理体系,进而推动我国海外园区中外协同共治,确保我国海外园区高质量发展。With the acceleration of globalization and the proposal of the Belt and Road Initiative,overseas industrial parks(OIPs for short)have become an important spatial choice and national strategy for rescaling in capital territorialization and reterritorialization.Therefore,this paper takes rescaling as an important research perspective to understand the laws of national and regional development and spatial governance,and uses the scale analysis method to reconstruct the spatial governance system for OIPs.The results show that first,the current spatial governance system of OIPs mainly includes three types of spatial governance systems:the bottom-up high-scale support,the top-down high-scale overall management and the low-scale support of the park territorialization;second,the TPSN model is used to reconstruct the framework of the spatial governance system of OIPs from four dimensions:domain,local,scale and network;third,the spatial governance system of OIPs is reconstructed from the system design,organization system,investment and financing system,planning system and guarantee system in order to promote the collaborative governance of China OIPs and ensure the high-quality development of China OIPs.
