西方国家城市权利状况及对中国城镇化建设的启示

摘　　要：当代西方国家城市权利涉及城市住房权利、城市公共空间权利、城市公共服务权利、城市信息权利等。城市住房权利危机引发占屋和住房改良运动;城市公共空间权利因社会广场恐惧症而被漠视;城市公共服务权利缺失和信息权利垄断严重影响民众基本生活。西方国家城市权利现状对中国城镇化建设的启示有:警惕乡村的消失,让城市生活回归传统;以人民为中心推进城镇化,增加城市公共服务的有效供给;优化城市公共空间的规划和管理,建设和谐社区;高度重视城市常住人口的住房权利,多渠道增加住房供给。The right to the city in contemporary Western countries involve urban housing right,urban public space right,urban public service right,and urban information right.The crisis of urban housing right caused the housing occupation and improvement movement;the urban public space right was ignored because of social square phobia;the lack of urban public service right and the monopoly of information right seriously affected people's basic life.The enlightenment of the status quo of the right to the city in Western countries to China's urbanization construction is reflected in the following aspects:guard against the disappearance of the countryside,let the urban life return to the tradition;promote the urbanization based on people-oriented,increase the effective supply of urban public services;optimize the planning and management of urban public space,build a harmonious community;attach great importance to the housing right of urban residents,and increase housing supply through multiple channels.
