乡村振兴视角下水产养殖证管理制度再探究

摘　　要："十四五"是继续深化农业农村改革、全面推进乡村振兴的关键阶段。作为水产养殖管理的基础性制度,养殖证管理制度的重新定位与改革是稳定农村水产养殖生产关系、规范养殖管理、实现绿色养殖的关键。本文在回顾养殖证制度发展历史的基础上,结合2019年新一轮水产养殖证发放要求,从渔民权益、政府管理、社会功效和国家海洋战略四个角度对新时期养殖证的功能进行了定位。同时,根据这一新定位分析了当前养殖证制度运行中存在的主要问题,并进一步提出改革渔业行政管理体制和部门职权关系、完善法律法规、提高规划编制水平、规范养殖证申请、发放和事中事后监管等建议。The 14th Five-Year Plan is a crucial period for deepening agricultural and rural reform and comprehensively promoting rural revitalization. As the basic system of aquaculture management, the repositioning and reform of aquaculture certificate system is the key link to stabilize the production relationship of rural aquaculture, standardize aquaculture management and realize green aquaculture. On the basis of reviewing the development history of aquaculture license system, this paper repositioned the function of aquaculture license in the new period from four angl es:fishermen’s rights and interests, government management, social efficiency and national marine strategy. At the same time, according to this new orientation, the main problems existing in the operation of the current aquaculture license system are summarized. In view of the above problems,this paper further puts forward some countermeasures and suggestions, such as reforming the fishery administrative management system, rationalizing the relationship of responsibilities, standardizing the application and issuance procedures of aquaculture permits, improving the level of planning,perfecting the construction of supporting laws and regulations of aquaculture permits, and strengthening supervision, so as to contribute to the exploration of a new type of aq uaculture permit management system under the goal of rural revitalization.
