摘  要:英国传统的媒体监管制度以新闻专业主义为核心,由行业、机构和个人三个层面的自律为基础。然而,媒体的过度商业化导致了新闻专业主义的衰落。媒体融合和受众碎片化一直在侵蚀着媒体监管体系。传媒业传统的仲裁标准已不足以管控融媒体时代不断涌现的商业媒体。为了适应数字时代新形势,英国媒体监管体系一直在试图改变。传统的行业、机构与个人三个层次的自律准则,正逐步让位于“自律+他律”的监管体系。With journalistic professionalism as the core,the traditional UK media regulatory system was based on the simultaneous self-discipline of three levels of the industry,institutions and individuals.However,just as what is happening in other parts of the world,the hypercommercialization of media has led to the decline of journalistic professionalism in the UK.Media convergence and audience fragmentation have steadily been eroding the media regulatory system.The traditional arbitration standard of media industry is no longer strong enough to hold the businesses that have already run wild in the age of media convergence.In this regard,the UK media regulatory system has been trying to change.The traditional self-discipline system is giving way to the“self-discipline+heteronomy”regulatory system.
