天津市经营性体育健身场所安全现状与对策研究

摘　　要：为了制定天津市经营性体育健身场所安全发展对策,本研究运用文献资料法和逻辑分析法等方法,发现了天津市经营性体育健身场所存在的问题:部分场所人员安全意识薄弱、安全技能缺乏监督、人员安全执行力较低;器材质量和场地安全行业标准、规章制度约束力不足;信息安全等级参差不齐,资金投入差异大;部分场所空气质量、器材卫生安全与标准存在差距;部分场所消防硬件设施落后,消防安全管理存在漏洞。并针对问题此处相对应的对策,包括强化人员安全培训教育,建立人员安全技能评估模型;执行国家器材标准与场地规范,保障场地器材设施安全;加强安全意识培养、提高信息自主防御水平,保障信息安全;遵守卫生规范与国家卫生标准,提高责任意识,保证卫生安全;严守国家消防标准,积极加强消防培训,提高消防安全科技化水平。In order to formulate the countermeasures for the safe development of tianjin's commercial sports fitness places,this study uses the methods of literature and logical analysis to find the problems of tianjin's commercial sports fitness places:weak sense of personnel safety,lack of supervision of safety skills,low enforcement of personnel safety in some sports fitness places;equipment quality and sports fitness places safety industry standards,rules and regulations are not binding;information security level is uneven,the funding difference is large,;there is a gap between air quality,equipment health safety and standards in some sports fitness places;the fire hardware facilities are backward and there are loopholes in fire safety management in some sports fitness places.And for the corresponding countermeasures here,including strengthening personnel safety training and education,establishing personnel safety skills assessment model,implementing national equipment standards and sports fitness places norms,ensuring sports fitness places equipment and facilities safety,strengthening safety awareness training,improving the level of information independent defense,ensuring information security,complying with health norms and national health standards,raising the sense of responsibility,ensuring health and safety,strictly observing national fire safety standards,actively strengthening fire safety training,and improving the level of fire safety science and technology.
