摘 要:从河砂权属界定、采砂规划编制与许可选择、采砂交易方式探索、非法采砂行为应对,以及采砂管理信息化建设等方面对采砂管理研究进行梳理和综述。综合分析表明:所有权行使主体代表的不明确使得采砂管理责任主体缺位;采砂影响与采砂规划编制间内在作用机理的缺失制约着采砂规划方案决策的科学性;现有研究对不同采砂交易方式适用条件的认识不足;同时,新一代信息技术在采砂管理中具备较大应用潜力。基于此,未来可尝试开展对机构改革后河道采砂管理体制、采砂规划方案综合评估与决策、采砂交易方式创新设计、面向全过程的采砂管理数智化平台构建等问题的研究。Associated research involving river sand mining management wassorted out and reviewed from the perspectives of river sand ownership definition,sand mining planning and permit selection,sand mining trading methods exploration,solutions to illegal sand mining behavior and informational sand mining management construction.Comprehensive analysis indicates that unclear representation of ownership subject exercises the absence of sand mining management responsible body.The lack of internal mechanism between sand mining impacts and sand mining planning restricts the scientific decision-making of sand mining planning schemes.Understanding about applicable conditions of different sand mining trading methods in existing research is deficient.At the same time,new generation of information technology owns great potential for use in sand mining management.Based on above,the following problems can be tried to be studied in the future,including sand mining management system after institutional reform,comprehensive evaluation and decision-making of sand mining planning schemes,innovative design of sand mining trading methods,and construction of a whole process oriented digital intelligent platform for sand mining management.
