摘　　要：矿产资源是我国经济发展的前提基础,矿产资源规划是矿产资源开发利用的必要保障。在国际矿业形势纷繁复杂的今天,根据我国社会发展需求,编制针对我国新形势新要求下的矿产资源规划是十分重要的。通过重点分析我国矿产资源基本特征、开发现状、管理现状,以及在对比国际和国内矿业形势的基础上,认为我国编制矿产资源规划应遵循保障矿产资源安全、坚持生态环境保护优先、优化矿产资源布局管控和实现科技引领发展等4点原则,在明确政府主体责任分工、充分发挥社会职能功效、建立健全监管评估制度的支撑下,抓紧建立储备矿种动态调整评价机制,大力推动清洁能源的开发利用,重点加强海洋矿产资源的开发与保护,及时提升矿山生态修复程度。Mineral resources are one of the prerequisites for China's economic development,and mineral resources program is necessary for the development and utilization of mineral resources.Today,with complicated international mining situation and China’s social development needs,it is very important to formulate mineral resources program for the new situation and new requirements.Based on the analysis of the basic characteristics,the development status and the management practices of mineral resources in China,as well as the international and domestic mining situation,this paper summarizes four principles of mining planning in China i.e.safety of mineral resources,priority of ecological environment protection,optimized distribution and control of mineral resources,and development led by science and technology.With the government as the main responsible entity,proper functioning of the society and establishment of comprehensive supervision and evaluation systems,we should set up the dynamic adjustment and evaluation mechanism of reserve minerals,vigorously promote the development and utilization of clean energy,focus on strengthening the development and protection of marine mineral resources,and improve the ecological restoration of mines.
