摘 要:本文采用多源流理论,从问题流、政策流和政治流三个方面对“双一流”建设政策议程设置过程进行分析。研究发现:在“双一流”建设政策出台过程中,我国高校办学水平与世界一流大学的差距,高校之间办学经费的差距,以及“211工程”和“985工程”等重点建设项目运行反馈等共同构成了问题流;国内外高水平大学建设的经验、学者意见和重点高校利益联盟的诉求组成了政策流;我国政府对一流大学建设的高度重视、国民情绪以及转型期利益群体的博弈构成了政治流。“双一流”建设方案的出台,是上述各因素共同作用的结果。从“双一流”建设政策出台的过程还可以看出,我国重大教育政策议程设置中政策之窗的开启更多地集中在政治流中的重大事件。Based on the multiple-streams theory,the current article analyzes the policy agenda process of"Double First-Class"construction from three aspects:the problem stream,the policy stream,and the political stream.It is found that the gap between China's universities and world-class universities,the gap of running funds among different types of universities,and the operation feedback from"211 Project"and"985 Project"constitute the problem streams.The experience of the construction of high-level universities at home and abroad,and the common demands of the interests alliance of scholars and key universities form the policy streams.The attention paid by our government to the construction of first-class universities,the national mood,and the game between the disadvantaged and the powerful groups in higher education in the transition period constitute the political stream.From the policy-making process of"Double First-Class"construction,it can be found that the policy window is mainly opened when major events occur in the political flow in agenda setting process of China's major education policies.
