多重转型交汇中的社区社会组织

摘　　要：党的十八届三中全会以来,中国社会组织成长的制度环境不断优化,社会组织实现了快速健康发展。随着社会治理转型深入推进,处于多重转型交汇点上的社区社会组织,面临多重制度网络的综合影响。未来需要在全面深刻认识其发展特征的基础上,不断超越技术治理的惯性,形成具有整体性和针对性的政策思路。尤其要进一步强化党建引领下的系统治理创新,以更科学有效的方式推动社区社会组织更好发展,最终为构建共建共治共享社会治理新格局提供重要保障。Since the Third Plenary Session of the 18th Central Committee of the Communist Party of China,the institutional environment has been largely optimized for the development of community social organizations in China.Amid the improvement and transformation of social governance,community social organizations have been facing challenges brought by the multi-dimensional institutional network.Based on the deep understanding of the characteristics in the development of community social organizations,we need to surpass the traditional governance logic and form an integrated frame of policies and initiatives.It is particularly important to strengthen the systematic innovation under the guidance of the CPC leadership,promote the development of community social organizations with a more scientific and effective way,so as to build a social governance pattern of co-construction,governance and sharing.
