生态振兴:民族地区巩固拓展脱贫攻坚成果的绿色路径

摘　　要：发挥生态振兴在巩固拓展脱贫攻坚成果同乡村振兴有效衔接中的重要支撑功能,实现民族地区的绿色可持续发展,既顺应了生态文明建设的时代转型,契合了马克思物质变换逻辑,又能满足解决新时代下社会主要矛盾的客观要求。过渡时期,武陵山民族地区在实现经济社会高质量发展的问题上既存在认识上的偏差,同时还面临着扶持政策衔接难、生态产品价值实现难、生产方式转换难和生态文化传承难等现实问题。针对上述情况,在实施乡村振兴规划中,武陵山民族地区的经济社会发展应立足本土自然生态空间与乡土文化场域,持续发挥生态文化的禀赋优势,从制度引领、产业衔接与技术创新等维度构建生态振兴巩固拓展脱贫攻坚成果的实现机制。Giving full play to the important supporting function of ecological revitalization in the effective connection between consolidating and popularizing the achievements of poverty alleviation and rural revitalization and realizing the green and sustainable development in ethnic minority regions of China can not only conform to the historical transformation of the construction of ecological civilization and the Marxist theory of metabolism between man and nature,but also meet the objective requirement to solve the major social contradictions in the new era.In the transitional period,the ethnic minority region of Wuling Mountain not only has a somewhat incorrect understanding of realizing high-quality socio-economic development,but also faces such practical problems as ineffective implementation of supporting policies,poor rewards of ecological products,and difficulties in the transformation of the production mode and in the inheritance of the eco-culture.In view of the above situation,the socio-economic development of the ethnic minority region of Wuling Mountain should continue to utilize the advantages of its natural endowment and eco-culture as well as ethnic cultures,and construct the mechanism for realizing the ecological revitalization and consolidating the achievements of poverty alleviation from the dimensions of correct institutional guidance,industrial convergence and technological innovation.
