摘　　要：评标阶段是工程建设项目实施阶段的重要环节,紧密联系着工程质量以及建筑的投资收益。但是一直以来,招评标仍然存在着暗箱操作、违规篡改数据等弊端,而且难以取证。为解决以上问题,研发的基于区块链技术的评标管理系统,将招评标过程中的信息进行共享以及透明化,可供多主体参与监控、评标,有效保证招标过程公平公正。依靠区块链平台去中心化、防篡改、可追溯等特征,保证招评标过程的真实性和可靠性,有助于解决评标过程贪污、企业招标纠纷等问题,实现真正公开招标、公平招标。The evaluation stage is an important link in the implementation stage of the project,closely related to the project quality and the investment income of the construction.But for a long time,there are still some disadvantages such as the operation of the secret box,the illegal tampering of data,and it is difficult to obtain evidence.To solve the above problems,the research and development of the evaluation management system based on block chain technology can share and transparent the information in the bidding and evaluation process,which can provide multi-agent to participate in monitoring and evaluation,effectively ensuring the fairness and fairness of the bidding process.Relying on the characteristics of block chain platform decentralization,tamper proof and traceability,it can ensure the authenticity and reliability of the bidding and evaluation process,which helps to solve the problems of corruption in the bid evaluation process,and the enterprise bidding disputes,and to realize the real open bidding and fair bidding.
