摘　　要：对长江荆江河道进行了再查勘,初步提出了河势变化、崩岸护岸、河道治理、岸线利用以及航道航运等荆江治理的新认识与对策建议。荆江河床仍处于剧烈演变之中,洞庭湖口侵蚀基准面作用不断增强;上荆江岸线近期有停止崩塌甚至出现淤积的变化趋势,下荆江出现同一洲滩岸线崩塌与淤积分界现象;荆江护岸与护滩作用与效果十分有限,荆江“调整河床”治理措施的实施与研究有待加强;荆江岸线利用工程普遍存在利用率不高和侵占河道严重等问题,建议实行岸线利用工程数量与长度总量控制;三峡—葛洲坝船闸“压船”问题十分严重,初步构思的“三峡—荆江新运河航道”具有航运、水资源利用与防洪等综合功能和效益。荆江治理是长江治理保护的重要内容,具有样板与示范效应;建议持续加强荆江河道监测与科学研究,密切关注荆江河势演变与治理保护。This article re-examined the Jingjiang River of the Yangtze River,and initially proposed new understandings and countermeasures for the Jingjiang governance such as river regime changes,bank collapse and bank protection,river management,shoreline utilization,and navigation.The Jingjiang River bed is still undergoing violent evolution,and the erosion base level of the Dongting Lake mouth is constantly increasing;the upper Jingjiang coastline has recently stopped collapsing and even siltation has changed recently,and the lower Jingjiang has the same continent beachline collapse and siltation boundary phenomenon;Jingjiang bank revetment The role and effect of beach protection is very limited,and the implementation and research of Jingjiang"adjusted river bed"treatment measures need to be strengthened;Jingjiang shoreline utilization projects generally have problems such as low utilization rate and serious river encroachment.It is recommended to implement the number and length of shoreline utilization projects.Total amount control;the problem of"pressing ship"at the Three Gorges-Gezhouba ship lock is very serious.The initially conceived"Three Gorges-Jingjiang New Canal Channel"has comprehensive functions and benefits such as navigation,water resources utilization,and flood control.Jingjiang governance is an important part of the governance and protection of the Yangtze River.It has a model and demonstrative effect;it is recommended to continue to strengthen the monitoring and scientific research of the Jingjiang River,and pay close attention to the evolution of the Jingjiang River regime and protection.
