摘　　要：粮食是人类生存发展最基本的物质资料,粮食安全是保证国家安全稳定的重要基础。当前我国粮食安全所处的环境发生了深刻变化,在“双循环”新发展格局下,我国粮食安全需立足国内大循环,促进国内外粮食市场资源循环畅通,从多领域、多环节不断提高粮食安全保障能力。针对国内种业市场发展不完善、粮食供需结构不平衡、耕地资源质量不高、现代农业发展水平不高、农业污染日趋严重等问题,应进一步落实“藏粮于地、藏粮于技”战略,提升国内粮种企业的竞争力,培育新型职业农民,完善污染防治体系,进一步确保粮食安全基础稳固。Food is the most basic material data for human survival and development,and food security is an important basis to ensure national security and stability.At present,the environment of China's food security has undergone profound changes.Under the new development pattern of"Dual Circulation",China's food security needs to be based on the domestic cycle,promote the smooth circulation of resources in the domestic and foreign food market,and continuously improve the ability of food security from multiple fields and links.In view of the imperfect development of the domestic seed industry market,the unbalanced structure of grain supply and demand,the low quality of cultivated land resources,the low degree of development of modern agriculture and the increasingly serious agricultural pollution,we can further implement the strategy of"storing grain in the land and technology",improve the competitiveness of domestic grain enterprises,cultivate new professional farmers and improve the pollution prevention and control system,further ensure a solid foundation for food security.
