论特朗普政府时期美国涉港政策的特点  

On the Characteristics of US Hong Kong-related Policies under the Trump Administration

摘　　要：特朗普政府和美国国会在涉港政策上高度一致。基于对这一时期美国政府涉港手段和政策文件的分析,可以发现美国政府的涉港政策具有以下特点:特朗普政府注重对香港的政治干预,美国国会干涉香港事务的方式多样化,美国大幅度使用经贸手段以及体现“有原则的现实主义”外交理念。鉴于此,我国应采取有力的反制,在加强内外舆论宣传的同时,提升本国经济的自主性,保持香港与内地经济的稳定发展,以更好地维护国家主权和领土完整。From 2017 to 2020,the Trump's administration and the US Congress were highly consistent in their policies concerning Hong Kong.Based on the analysis of the US government's Hong Kong related actionsand policy documents during this period,this paper finds that the US government's Hong Kong-related policies have the following characteristics:Trump's administration made efforts in political intervention in Hong Kong,the US Congress interveneedin Hong Kong affairs in diversifiedways,the United States usedeconomic means extensively,and embodiedthe diplomatic concept of“principled realism”.In view of this,China should take strong counter-measures,namely enhancement of the autonomy of its own economy,and maintaining the stable economic development of Hong Kong and the mainland,so as to better safeguard national sovereignty and territorial integrity.
