摘　　要：自2013以来,党中央始终强调把农村集体资产股份合作制作为农村集体产权制度改革的核心,各地相继开展具有创新意识的农村集体资产股权改革试点,盘活了亿万级沉睡中的集体资产,增加了农民收入,激发了集体经济组织的内生力量,促进农村走集约化、现代化道路。同时,农村集体资产股份合作制在改革期间也面临许多亟待解决的困境与难题,诸如集体经营性资产归属法律不明确、集体经营收益分配不透明、集体成员收益分配权缺乏制度保障等。对此,在制度设计上应围绕农村集体资产清产核资、农村资产折股量化工作、保障入股农民集体资产股份的合法权益等内容展开。The stock cooperative system of rural collective assets,which the CPC Central Committee has emphasized as the core of the reform of the rural collective property rights system since 2013,has revitalized billions of collective assets,increased the farmers’ income,stimulated endogenous forces of the collective economic organizations,and put forward the intensification and modernization of rural areas.However,problems including unclear legal ownership of the assets,the non-transparent distribution of income,the lack of institutional guarantee for the right of distribution need to be solved urgently during the reform.Thus the system design should focus on the liquidation of the assets,the quantitative verification of rural assets discounted shares,and the protection of the legitimate rights and interests of farmers who become shareholders of collective assets.
