摘　　要：招标工程量清单的质量直接影响着项目投资控制的质量,做好招标工程量清单编制工作对项目投资控制的意义重大。通过项目竣工结算实践,总结分析竣工结算实践中发现的招标工程量清单编制存在的典型常规性问题和特殊性问题,以项目竣工结算作为最终投资控制目标,提出解决招标工程量清单编制问题的措施建议。The quality of the biding bill of quantities has a direct impact on the quanlity of project investment control,thus it’s of significance to do well in compliling the biding bill of quantities for project investment control.Through the completion settlement of projects,this paper sums up the general and special problems existing in the preparation of quantity list in tender documents,from the point of taking the project settlement as the final investment control objective,puts forward some suggestions on the preparation of bidding bill of quantities.
