摘 要:中国与老挝跨境生物多样性的保护需要中老两国紧密的合作。加强两国跨境联合保护的协同程度,提升两国之间协作的广度和深度,构建协同的合作平台是维护自然保护区生物多样性与实现自然生态可持续发展的重要方面。当前,在中老两国跨境联合保护工作中,双方的政治性权力难以转换成协同治理的引领性力量,行政性权力难以转换成有效执行的力量。SFIC模型分析视角有助于探究联合保护协同治理中的现实困境,在此基础上,通过构建联合保护协同基础、发挥联合保护协同治理相关主体作用、加强联合保护协同治理制度设计、保障联合保护协同过程有效性等,可以提升中老两国跨境生物多样性联合保护工作的长效性与可持续性。Protection of biodiversity across the border between China and Laos requires a close cooperation between the two countries.Strengthening cross-border collaboration,and enhancing the scope and depth of such collaboration and building a platform for such collaboration to take place are important measures to be taken to protect the biodiversity of the nature reserves and ensure the sustainable development of the natural ecology.In the present cooperation between the two countries,there are difficulties for political power of both sides to be translated into a leading force in collaborative governance,and for administrative power to be converted to an effective force of execution.The use of a SFIC analysis model is helpful to find a way out of the present dilemma,and on this basis,enhance the long-term efficacy and sustainability of the joint protection and governance by creating common ground for the cooperation,giving full play to the role of each stakeholder,strengthening institutional designs,and promoting the effectiveness of work in the collaboration.
