国际乒联规则改革的动因探析与效应评价

摘　　要：21世纪以来,为构建国际乒坛的良性竞技秩序,推动乒乓球运动长远发展,国际乒联推行了一系列规则改革措施。国际乒联之所以持续修改规则,既有国际乒坛秩序固化与竞争缺失、乒乓球比赛观赏性先天不足、乒乓球项目在世界范围普及程度较低的内部动因,也有乒乓球项目竞技性与商品性的矛盾,以及其竞技游戏公平实现受阻的外部因素。国际乒联在器材、发球技术以及赛制改革方面,产生了一定的积极效应,但持续地改革规则有损乒乓球鲜明的项目特征,导致打法单一化,还可能滋生权力任性的负面效应。规则改革虽有助于推动乒乓球运动按照国际乒联的意愿发展,但还需持理性与慎重的态度。In order to build a benign competitive order and promote the long-term development of table tennis,the international table tennis federation has carried out a series of rules reform since the 21st Century.There are internal and external reasons for the continuous rules reform,the internal motivations include that the problems of order consolidation and lack of competi‐tion,the congenitally deficient ornamental value of table tennis competition,and the lower pop‐ularity around the world,the external reasons include that the contradiction between competi‐tiveness and commodity,and the realization of fair game in competition is hindered.It has pro‐duced some positive effects in terms of equipment,service technology,and competition system about the international table tennis federation,meanwhile,continued rules reform has also creat‐ed a series of negative effects including the damage to the distinctive identity of table tennis,the trend toward simplification,and the potential for willfulness of power.Although the rules re‐form contributes to promote table tennis developing in the direction of the aspiration of the inter‐national table tennis federation,the rules reform still needs to be rational and prudent.
