摘　　要：我国农村“精准扶贫”结束后,城镇“精准扩中”需要纳入议程。在精准扶贫解决农村贫困问题后,提出帮扶“城镇弱势群体”可以解决社会认同的问题,也避开从两端截取的难题,对其中“有劳动能力的城镇弱势群体”定向帮扶就能使其成为中等收入群体。借鉴“精准扶贫”的方法,从城镇弱势群体中筛选了“六个潜在中等收入群体”,根据其特点有针对性提出“六个一批”解决办法,并从六个方面对“精准扩中”方案进行了设计。“精准扶贫”与“精准扩中”交替推进,我国就能快速实现城镇化与共同富裕两大目标。"Targeted expansion of the Middle-Income Group"in urban areas needs to be raised in the agenda at the end of"targeted poverty alleviation"in rural areas.At present,there are a lot of researches on expanding middle-income groups,and even two proposals from The National"Two Sessions".However,due to technically difficulty,it is hard to divide"submiddle-income group"from both ends of high/low-income groups.Moreover,we cannot just assist the“submiddle-income group”without paying attention to the low-income group,thus the policy fails to be released justifiably.This paper proposes to help the"urban vulnerable group".After“targeted poverty alleviation”solving the rural poverty problem,the urban vulnerable group can be assisted for social identity,and the income division problem can be avoided as well.Carry out targeted assistance to the"urban vulnerable groups with labor capacity"can help them turning into the middle-income group.Learned from the ideas and methods of"targeted poverty alleviation",we select"six potential middle-income groups"and propose"six in one batch"solutions according to their difficulties,and then put forward"targeted expansion of the middle-income group"program from six aspects.The double goals of urbanization and common prosperity can be achieved fast by alternatively promoting"targeted poverty alleviation"and"targeted expansion of the middle-income group".
