摘　　要：面对城市治理的高度复杂性与不确定性,中国逐步形成了技术应用与制度变革双轮驱动的治理机制。基于各地城市治理实践案例,本研究揭示了技术应用和制度变革这两条城市治理转型路径的实践情况与发展掣肘,并阐述敏捷思维如何赋能城市治理创新并引领思路转型。研究指出,区别于平衡发展与监管的新兴产业敏捷治理,针对城市问题的敏捷治理,要逆向实现在官僚制组织中嵌入敏捷文化,在基层公共事务管理方面形成敏捷的思维定势与敏捷的应对机制,才能真正推动城市治理范式的转变。未来构建更加敏捷的城市治理体系,亟需克服敏捷文化与官僚制之间的张力,向基层赋权赋能的同时更要赋予治理过程更多的容错空间。Confronting the complexity and uncertainty of urban governance,a governance mechanism driven by technology applications and institutional changes has been gradually formed in China.Based on urban governance practice cases in various cities,this study reveals that the development is constrained by technology application and system reform,the two urban governance transformation paths,and explains how agile governance enables urban governance innovation and achieves the transformation of governance thinking path.The study points out that,agile governance targeting urban issues is different from the agile governance of emerging industries that balances development and supervision.Only when the agile culture of governance is reversely embedded in bureaucratic organizations,and agile thinking patterns and agile response mechanisms in the management of grassroots public affairs are formed,can the urban governance paradigm be transformed.To build a more agile urban governance system in the future,it is desiderated to overcome the tension between agile culture and bureaucracy,and to enable the grassroots level governments with more room for fault tolerance in their governance process.
