摘　　要：2019年4月29日,国家公布重庆市(主城区)等"11+5"个城市(地区)作为国家"无废城市"建设试点城市。重庆将建立废铅蓄电池回收体系作为"无废城市"建设试点工作内容之一。本文通过梳理国家废铅蓄电池管理政策体系,结合重庆市废铅蓄电池管理现状和存在问题,从完善相关法律制度、落实生产者延伸责任、加强业务培训和专业指导、开展联合惩戒严厉打击非法收集、完善信息系统等方面提出相关建议。研究指出,重庆应以"无废城市"建设试点工作为契机,从顶层设计制度体系、落实生产者责任延伸制度、机制体制联防联控、业务培训指导、完善信息统计系统等方面,进一步建立完善废铅蓄电池污染防治体系。Chongqing was selected as one of the "11+5" national pilots of "Zero-waste City" on 29 th April 2019 in China.Constructing a recycling system for used lead-acid batteries became a task for Chongqing in building "Zero-waste City".After reviewing the national policy system of used lead-acid batteries management, combing Chongqing’s current situation and existing problems in the field, five suggestions were proposed from the aspects of improving the relevant legal system, implementing extended producer responsibility, strengthening business training and professional guidance, launching joint punishments to crack down on illegal collection, and perfecting the information system.
