环境补贴对区域创新能力的作用效果及影响机制--基于空间溢出的研究视角

摘　　要：基于省域层面构建环境补贴对创新能力的理论框架,并运用空间杜宾模型对我国2007—2016年省际面板数据进行空间计量分析,探究环境补贴对区域创新能力的作用效果及影响机制。研究发现,环境补贴可通过提高地区科研对象密度、增加研发投入等方面显著推动本地区创新能力发展,但会通过削弱临近地区高新技术企业集群等方面抑制邻近地区创新能力提升,且政府干预会进一步增强环境补贴的直接影响和空间溢出效应。结果表明,环境补贴政策并未推动区域创新能力协同发展,且易引起地区间的恶性竞争。This paper firstly constructed the theoretical framework of environmental subsidies affecting innovation capability based on provincial layer,and then used the spatial Durbin model to make a spatial econometric analysis on China's inter-provincial panel data from 2007 to 2016,in order to explore the effects and influencing mechanism of environmental subsidies on regional innovation capacity.It was found that environmental subsidies could significantly promote local innovation capacity through the paths of improving the density of scientific research objects and increasing R&D investment,while it may inhibit the promotion of innovation capacity in neighboring regions being due to weakening the cluster of the high-tech enterprises in neighbouring regions.Besides,government intervention would further strengthen the direct effect and spatial spillover effects of environmental subsidies.The results showed that environmental subsidy policy hadn’t pushed the coordinated development of regional innovation capability,while it may lead to inter-regional vicious competition.
