新形势下EWTO(电子世界贸易组织)核心功能集聚区建设研究

摘　　要：河南省响应习近平总书记“买全球卖全球”重要指示,郑州试点先行,EWTO核心功能集聚区应运而生。EWTO核心功能集聚区建设是当前河南省乃至中国掌握EWTO话语权和规则制定权的重要课题。然而,新兴事物的发展不是一蹴而就的,EWTO核心功能集聚区面临着交通优越、物流便捷,市场广阔、产业基础雄厚,试点先行、监管创新,世界EWTO生态环境良好以及中国EWTO产业政策支持等机遇,但也面临着土地性质不易改变、配套产业能力不强、人才支撑不够、技术创新不足的挑战。推动EWTO核心功能集聚区建设,应加快建成全球网购商品集疏分拨中心,积极推进“一带一路”商贸物流合作交流中心建设,加快建设全球跨境电子商务大数据服务中心,打造内陆地区国际消费中心。Henan province responds to General Secretary Xi Jinping’s important instruction of“buying from the world and selling to the world”,and Zhengzhou city,the capital of Henan province,takes the lead as the experimental unit,thus EWTO core function agglomeration area emerges at this right point.The construction of EWTO core function agglomeration area is an important topic for Henan province,and even China,to master the right of speech of EWTO and the right of its making rules.However,the development of newly sprouted things can’t be achieved overnight.The EWTO core function agglomeration area has the opportunities such as superior transportation,convenient logistics,broad market,solid industrial foundation,pilot first,supervision innovation,good EWTO ecological environment in the world,and the support of China’s EWTO industrial policy etc.However,it also faces some challenges,for example,the nature of land is not easy to change,supporting industry capacity is not strong,talent support is not enough,and the technological innovation is insufficient.To promote the construction of EWTO core function agglomeration area,it is necessary to build up quickly the collection and distribution center for global online-shopping commodity,actively promote the construction of cooperation and exchange center for“Belt and Road”trade and logistics,speed up the construction of big data service center for global cross-border e-commerce,and create inland international consumption center.
