摘 要:消除绝对贫困之后,相对贫困是贫困治理的重点。过渡期贫困治理的实质是防止相对贫困或非贫困向绝对贫困的逆向转化。脱贫攻坚与乡村振兴是推动农村发展、助力国家现代化的两大战略,巩固拓展脱贫攻坚成果,关键在于建立同乡村振兴战略有效衔接的机制。因此,过渡期的贫困治理应探索"巩固—拓展—衔接"型贫困治理路径,在脱贫的基础上巩固绝对贫困治理,防止规模性返贫;在巩固的基础上拓展相对贫困治理,防止贫困的逆向转化;在拓展的基础上衔接乡村振兴,统筹治理贫困与非贫困;建立常态化、长效化、可持续的减贫防贫机制,顺利实现脱贫攻坚向乡村振兴的衔接过渡。After the elimination of absolute poverty, relative poverty is the focus of poverty governance. The essence of poverty governance in transitional period is to prevent the reverse transformation from relative poverty or non-poverty to absolute poverty. Poverty alleviation and rural revitalization are two major strategies to promote rural development and national modernization. The key to consolidate and expand the achievements of poverty alleviation is to establish an effective linkage mechanism withrural revitalization strategy. Therefore, poverty governance in the transitional period should explore the "consolidation-expansion-connection" poverty governance path, consolidate absolute poverty governance on the basis of poverty alleviation, and prevent large-scale poverty return. We should expand relative poverty governance on a solid foundation to prevent the reverse transformation of poverty, connect rural revitalization on the basis of expansion, and coordinate the management of poverty and non-poverty. And we should establish a normalized, long-term, sustainable poverty reduction and poverty prevention mechanism, and smoothly realize the transition from poverty alleviation to rural revitalization.
