摘 要:目的掌握无锡地区职业卫生技术服务机构情况,为职业健康监管部门开展工作提供政策参考。方法制作调查问卷,采用普查法,对在无锡地区注册的职业卫生技术服务机构的基本情况、人员结构、业务范围、检测能力及其2017—2019年在无锡的工作业绩进行调查。结果注册在无锡地区的职业卫生技术服务机构共有12家,包括乙级机构9家,丙级机构3家,其中民营机构8家,疾病预防控制(疾控)机构3家,公立职业病防治院(职防院)1家;共有职业卫生检测、评价资格专业技术人员460人,从业人员学历、职称结构方面看,疾控机构呈梭形,民营机构呈金字塔型;各机构基本建立职业卫生技术服务质量管理体系,但从全国职业卫生检测实验室比对工作结果看,总体满意率不高,丙级机构满意率仅为20%;近3年累计完成建设项目职业病危害评价1 214项,用人单位职业病危害现状评价1 149项,工作场所职业病危害因素检测报告21 915份,其中90%以上的业务由民营机构承担,基本满足本地区用人单位职业卫生技术服务需求。结论监督部门应当加强职业卫生技术服务机构的监管,在保障用人单位获得职业卫生技术服务的同时保证其质量,民营机构应该在提供社会化职业卫生技术服务中发挥更大作用。Objective To understand the situation of occupational health technical service institutions in Wuxi,provide policy reference for occupational health supervision departments carry out the work. Methods The questionnaire was made and the census method was used to investigate the basic situation,personnel structure,business scope,detection ability and work performance in Wuxi from 2017 to 2019 of occupational health technical service institutions registered in Wuxi. Results There were 12 occupational health technical service institutions registered in Wuxi,including 9 grade B institutions and 3 grade C institutions,which were 8 private institutions,3 disease control institutions and 1 public occupational prevention hospital. There were 460 professional technicians with occupational health testing and evaluation qualification. In terms of the education background and professional title structure of employees,the disease control institutions were shuttle shaped and private institutions were pyramid shaped. The institutions had basically established a quality management system for occupational health technical services,but the overall satisfaction rate was not high in comparison with the national occupational health testing laboratories,and the satisfaction rate of grade C institutions was only 20%. In the past three years,1 214 items of occupational hazard assessment of construction projects,1 149 items of current situation evaluation of occupational hazards of employers and21 915 reports of occupational hazard factors in workplace had been completed,more than 90% of businesses were undertaken by private institutions,which basically met the needs of local employers for occupational health technical services. Conclusion The supervision department should strengthen the supervision of occupational health technical service institutions,ensure the quality of occupational health technical services while ensuring the employer’s access to occupational health technical services.
