应急防疫物资产能储备的长效机理与对策研究——基于准公共产品的视角

摘　　要：在后新冠疫情时期,实施应急防疫物资产能长效储备对防控未来重大疫情具有重要意义。本文以准公共产品为视角,在动态分析防疫物资供求演化逻辑基础上,从成本优化、体系优化和行为优化三方面揭示了应急防疫物资产能储备的长效机理。研究认为,在政府机制与市场机制的耦合作用下,围绕关键设备和关键原材料构建政府与企业的合作产能储备体系,是保障应急防疫物资产能储备长效性的关键。政府应当在合作产能储备体系中承担主导作用,并从提高财政补贴、适当放松价格管控、强化企业资质宣传与行规约束等方面激励企业的参与积极性。本文最后提出了后疫情时期实施应急防疫物资产能长效储备的对策。In post epidemic period of COVID-19,it is of great significance to implement long-term reserves of emergency supplies for epidemic prevention and control in the future.From the perspective of quasi-public goods and based on the dynamic analysis of the evolutionary logic of supply and demand of epidemic prevention materials,this paper reveals the long-term mechanism of production capacity reserve of emergency epidemic prevention materials from three aspects of cost optimization,system optimization and behavior optimization.According to the research,under the coupling effect of government and market mechanism,the establishment of government-enterprise cooperative capacity reserve system centering on the reserve of pivotal equipment and crucial raw materials is the key to ensuring the long-term effectiveness of the capacity reserve of emergency epidemic prevention materials.The government should play a leading role in the reserve system of cooperative production capacity,and encourage enterprises to participate in it by increasing financial subsidies,relaxing price control appropriately,and strengthening the publicity of enterprise qualification and restriction of industrial regulations.In the end,the paper puts forward a brief countermeasure to implement the production capacity long-term reserve of emergency epidemic prevention materials in the post-epidemic period.
