党内民主集中制的百年历程及现实启示——以历次版本的《中国共产党章程》为考察对象

摘　　要：党内民主集中制是无产阶级政党的组织原则,是规范党内政治生活和处理党内政治关系的基本准则。立足党的根本大法的视角全面审视党内民主集中制的百年历程,可以更为准确、更为清晰地透视出其发展演变的特点:一大纲领到七大党章党内集中至上、八大党章到十三大党章党内民主为要、十四大党章到十九大党章党内民主党内集中相结合。回溯其历史演变,我们可以看到党内民主和党内集中的动态平衡是准确理解党内民主集中制的核心要义,当前形势下重点发扬党内民主是长期坚持党内民主集中制的首要前提。Democratic centralism within CPC is the organizational principle of the proletarian party and the basic criterion for standardizing the political life and dealing with the political relations within CPC.Based on the perspective of the Party’s fundamental law,a comprehensive survey of the centennial process of democratic centralism within CPC can more accurately and clearly reveal the characteristics of its development and evolution:from the first program to the Seventh Party Constitution,from the Eighth Party Constitution to the Thirteenth Party Constitution,and from the fourteenth to the nineteenth Party Congress,the combination of the two.Looking back on its historical evolution,we can see that the dynamic balance between inner-Party democracy and inner-Party centralism is the core of accurately understanding inner-Party democratic centralism.Under the current situation,focusing on developing inner-Party democracy is the primary premise of adhering to inner-Party democratic centralism for a long time.
