边疆民族地区易地扶贫搬迁成效评价研究--以贡山独龙族怒族自治县为例

摘　　要：以典型边疆民族地区—贡山独龙族怒族自治县为例,通过构建易地扶贫搬迁成效评价指标体系和评价模型,定量评价贡山独龙族怒族自治县易地扶贫搬迁的实施成效.结果表明:贡山独龙族怒族自治县易地扶贫搬迁成效总体良好,综合效益得分为3.234,易地扶贫搬迁脱贫成效显著,但应继续推进巩固易地扶贫搬迁成果与乡村振兴的有效衔接;在易地扶贫搬迁成效评价指标的权重中,排在前三位的分别是人均增收、产业结构和医疗卫生评价指标,人均增收是影响易地扶贫搬迁成效的主要因素;贡山独龙族怒族自治县易地扶贫搬迁的社会效益和生态环境效益较为显著,经济效益评价得分最低,原因可能是易地扶贫搬迁以政策性安置为主.在此基础上,提出贡山独龙族怒族自治县易地扶贫搬迁群众后续可持续发展的政策建议.Taking the typical frontier minority area-Gongshan Dulong Nu autonomous county as the research case,we constructed the effectiveness evaluation index system and model of poverty alleviation relocation,and we quantitatively evaluated the effectiveness of poverty alleviation relocation in Gongshan Dulong Nu autonomous county.The results showed that the effectiveness of poverty alleviation relocation in Gongshan Dulong Nu autonomous county was generally good,the comprehensive benefit score was 3.234.The effectiveness of poverty alleviation was significant,but we should continue to promote the effective connection between the consolidate of the results for poverty alleviation relocation and rural revitalization;Among the weights of effectiveness evaluation indicators for poverty alleviation relocation,the top three were per capita income increase,industrial structure,medical and health.The per capita income increase was the main factors affecting the effectiveness of poverty alleviation relocation in Gongshan Dulong Nu autonomous county;For the poverty alleviation relocation in Gongshan Dulong Nu autonomous county,the social and ecological benefits of poverty alleviation relocation were significant,and the economic benefit evaluation score was the lowest.Moreover,policy-based resettlement was the main method for poverty alleviation relocation in Gongshan Dulong Nu autonomous county.Based on the analysis above,the policy suggestions for follow-up sustainable development of relocated people in Gongshan Dulong Nu autonomous county are put forward.
