摘 要:采用历史制度主义视角进行分析,对撤县设市政策曲折的发展历程进行全面梳理后发现:我国撤县设市政策自1983年正式确立实施以来,至今已走过探索高潮期、冻结冷静期、规范复苏期三个阶段。随着国家推进新型城镇化的需要以及对中小城市发展的支持,该政策在2016年新标准制定发布以来逐渐趋于理性并适应发展中的国情。在各个关键节点的作用之下,行动者非对称性的权力配置、外部环境带来的断裂均衡变化和路径依赖下的渐进转型重启,共同构成了这一制度的演化变迁逻辑。撤县设市政策在未来应当将严格坚持标准与适当放宽程序相结合,并尝试探索其他多样化的设市模式。From the analytic perspective of historical institutionalism,it can be found after comprehensively sorting out the tortuous development course of the county-to-city upgrading policy that since formally establ ished in China in 1983,the policy has gone through three stages,i.e.the stage of reaching a climax in exploration,the stage of remaining stagnant,and the stage of becoming standardized and recovering.With the need of China to promote new-type urbanization and the support for the development of small-and medium-sized citi es,this policy has gradually become rational and adapted to China’s conditions since the release of the new standard in 2016.Under the role of each key point,actor’s asymmetric power allocation,the change between imbalance and balance brought by the external environment,and the gradual transition and restart under the path dependency constitute the logic of the evolution and change of this institution.In the future,this policy should combine the strict standards with relaxation of procedures,and further explore other diversified patterns.
