摘　　要：“急时行政”不同于传统的“应急管理”,它具有实施周期的短期性、应对能力的极限性、应对问题的整体性等特征,适用于分析极限条件下的公共治理活动。“急时行政”在具体的运行过程中,容易遭遇传统官僚制管理困境、经济社会失序、公民权利损害、舆论信息传播等挑战。有效的公共治理要求高效的资源动员、高度的社会整合、高水平的社会互信、高效的信息流动,以实现从科层管理走向合作治理。构建合作治理机制,搭建智慧治理平台,夯实“急时行政”的制度基础,有利于实现极限条件下公共治理能力的最大化,助推“中国之治”走向更高水平。“Emergency administration”is different from the traditional“emergency management”.It has the characteristics of short-term implementation cycle,limit of response ability and integrity of response problems.It is suitable for analyzing public governance activities under extreme conditions.In the specific operation process of“urgent administration”,it is easy to encounter the challenges of traditional bureaucratic management dilemma,economic and social disorder,damage to civil rights,public opinion information dissemination and so on.Effective public governance requires efficient resource mobilization,a high degree of social integration,a high level of social mutual trust and efficient information flow,so as to realize the transformation from bureaucratic management to cooperative governance.Building a cooperative governance mechanism,building a smart governance platform and consolidating the institutional foundation of“emergency administration”are conducive to maximizing public governance capacity under extreme conditions and promoting the“governance of China”to a higher level.
