论当代中国民间外交的基本特点

摘　　要：当代中国一直高度重视民间外交工作的开展,在民间外交的实践中提出了“民间先行,以民促官”“官民并举,相互促进”等思想。在这些思想指导下开展的当代民间外交实践活动,除了具有领导重视、方式灵活、管道众多、对象广泛、内容丰富、与时俱进等一般特点外,还具有明确的外交目的性、非政府(官方)性、日益明显的公共外交品质等更具本质性的鲜明特点。Great importance has always been attached to the development of folk diplomacy in contemporary China,with the ideas of“letting folk diplomacy take the lead,which can facilitate official diplomacy”and“equal emphasis on official and folk diplomacy,which are mutually beneficial”.Under the guidance of these thoughts,the contemporary non-governmental diplomatic practice is characterized by the general features of governmental emphasis,flexible methods,diversified channels,wide range of objects,rich content,keeping pace with the times.It is also characterized by such essential characteristics as distinct diplomatic purpose,non-governmental nature,increasingly distinct public diplomatic nature and so on.
