摘 要:“道路通,百业兴”。交通基础设施是经济社会发展的先行资本,也是实现区域经济高质量发展的基础支撑和重要保障。在使用永续盘存法(PIM)非传统途径测算出中东欧国家分类交通基础设施生产性资本存量的基础上,构建SDM空间计量模型,并基于邻接、地理距离和经济距离3种权重矩阵,对1995—2018年中东欧国家交通基础设施的空间溢出效应进行深入探索,并在此基础上分析其作用机制和投入效率。研究发现:中东欧国家公路交通基础设施资本存量占比最高,是航空、港口和铁路三类交通资本存量总和的1.33倍。公路、航空交通的产出弹性为正,说明公路、航空交通发挥了较大经济促进作用,在考虑空间溢出的情况下,经济促进作用更加明显;铁路、水运交通产出弹性表现为负或不显著。交通基础设施可以通过商品出口、服务出口和居民消费三种路径推动区域经济增长。中东欧国家的交通投入效率存在空间上的不均衡,交通投入效率较高的区域集中在斯洛伐克、斯洛文尼亚和塞尔维亚形成的三角交界地带。研究结论可以为中东欧国家基础设施建设及中国中东欧“设施联通”合作提供政策参考。Transportation infrastructure is the leading capital for economic and social development,and it is also the basic support and important guarantee for achieving high-quality regional economic development.The Central and Eastern European countries,as the gateway to the Asia-Europe continent,are an important part of the“the Belt and Road”facility connectivity construction,and also a key direction for China to optimize the overall investment layout.However,few researchers measure and analyze the spatial spillover effects,mechanism and input efficiency of the transportation infrastructure in Central and Eastern European countries comprehensively.Based on the total fixed capital formation data from the OECD database,this paper uses the perpetual inventory method(PIM)to calculate the productive capital stock of transportation infrastructure in Central and Eastern European countries.We construct an empirical model of economic growth which contain transportation infrastructure,and use spatial measurement methods to test the utility of the transportation infrastructure.We further explore the micro-mechanism of transportation to promote economic growth,and analyze the changes in time and space of transportation infrastructure input efficiency through the multi-input and multi-output DEA method.We find that the road and air transportation infrastructure play a greater role in economic promotion,and the intermediary mechanism of this promotion is mainly reflected in two aspects of international trade and consumer consumption.We also find the efficiency of transportation input is concentrated in the triangular junction of Slovakia,Slovenia and Serbia.Contributing to the existing literature in three aspects:First,construct a capital stock data set of four types of transportation infrastructure from 1998 to 2018,and it will benefit the further research in Central and Eastern Europe;Second,prove that transportation infrastructure can promote regional economic growth by three main paths:international commodity trade,internatio
