摘　　要：“十四五”时期是中国实现第一个百年奋斗目标——全面建成小康社会后向着第二个百年奋斗目标迈进的第一个五年,是两个百年奋斗目标的历史交汇期。在这一特殊时期,如何巩固在第一个百年奋斗中取得的脱贫攻坚成果以及同第二个百年奋斗目标中的乡村振兴有效衔接成为急需解决的现实问题。在详细分析后贫困时代反贫困工作出现的变化和乡村振兴战略的制度设计与现实的基础上,梳理了两大战略任务之间的逻辑关系,并提出两大任务有效衔接需要在工作体系与制度、产业结构、要素资源配置以及农民自身主体性的发挥上进行改革创新的对策建议。The 14th Five-Year Plan period is the first five years that China has achieved its first centenary goal,that is,to move towards the second centenary goal after building a moderately prosperous society in an all-round way,and it is the period in which the timeframes of the Two Centenary Goals converge.In this special period,how to consolidate the achievements of poverty alleviation in the first Centenary struggle and effectively link up with the rural revitalization in the second centennial struggle has become an urgent practical problem.Based on analyzing the changes of anti-poverty work in the post-poverty era and the system design and reality of rural revitalization strategy in detail,the logical relationship between the two strategic tasks was sorted out,and countermeasures and suggestions on enhancing effective convergence of the two tasks were put forward from the reform and innovation in the work system and system,industrial structure,factor resource allocation and farmers'own subjectivity.
