摘　　要：广播电视是党和政府的喉舌,是舆论传播的重要途径,针对广播电视广告和广播电视节目内容存在的问题,建设广播电视广告监测系统和节目内容评议技术支撑系统已迫在眉睫。建设广播电视广告监测系统,主要完成广告内容识别、违规预警,为各级监管部门提供服务,对识别出的广告信息进行判断、取证,并通过开放系统权限实现相关监管机构对违规广告的研判、审核功能。节目内容评议技术支撑系统可以实现内容智能分析、内容审读评议、专家移动端评议以及互联网客户端评议等功能,提供智能化信息化管理流程。Radio and television is the mouthpiece of our party and government,and is an important way of public opinion dissemination.In view of problems existing in radio and television advertising and radio and television program content,it is urgent to build radio and television advertising monitoring system and program content evaluation technical support system.Radio and television advertising monitoring system mainly completes identification of advertising content and early warning of violations,provides services for regulatory departments at all levels,judges and obtains evidence from identified advertising information,and realizes judgment and review functions of relevant regulatory agencies on illegal advertising through opening system authority.Program content evaluation technology support system can realize the functions of intelligent content analysis,content review and evaluation,expert mobile terminal evaluation and Internet client evaluation,and provide intelligent information management process.
