基于全生命周期评价的广电技术资产管理体系的研究

摘　　要：广播电视技术资产种类、数量十分庞杂,且资产管理所关联的部门和事务活动亦十分繁杂。本文在研究分析技术资产全生命周期内涵和特征的基础上,建议构建基于全生命周期评价(LCA)的技术资产管理体系。该体系中的管理系统和信息系统以LCA为核心,互为呼应与保障,以实现对技术资产生命周期的全过程、全覆盖管理。Types and quantities of radio and television technology assets are very complex,and departments and affairs related to asset management are also very complicated.On the basis of analyzing and studying connotation and characteristics of whole life cycle of technical assets,this paper suggests that a technical asset management system based on life cycle assessment(LCA)should be constructed.Management system and information system in this system take LCA as the core,and echo and guarantee each other,in order to realize whole process and full coverage management of life cycle of technical assets.
