摘  要:岗位角色不清是导致事故的一个重要原因,为明确轨道交通关键岗位角色的安全职责分布,本文以系统调度岗位为研究对象,基于法律法规及企业规章,通过访谈及现场调研手段,应用功能共振分析方法(FRAM)构建系统调度岗位角色安全职责功能分布网络图,呈现出系统调度岗位内多角色间的安全职责联系,结果表明:辨识出系统内10项失效功能连接;值班经理未接受岗前培训、系统调度应急处置教材中危险场景辨识部分内容不足、同值系统调度员未了解监督时的注意事项以及调度通讯设备运营异常等4个失效功能连接的耦合结果易导致轨道交通运营异常。企业应就这4方面提升和优化关键岗位角色安全职责分布。The post role ambiguity is an important cause of the accident.In order to clarify the safety responsibility distribution of key post roles in rail transit,in this paper,the system dispatching post was took as a research object and the FRAM approach was used to construct the distribution network diagram of safety responsibility function of system dispatching post role through interview and onsite investigation on the basis of laws,regulations and enterprise rules.The safety responsibility relationships among multiple roles in the system dispatching post were represented.The results show that 10 items of ineffective function links in the system are identified and that the coupling of 4 items of ineffective function links such as the on-duty manager does not receive pre-job training,the dangerous scene identification part is insufficient in the emergency disposal textbook for system dispatching,the system dispatchers which are on the same duty do not know attentions when doing supervise and the operation of dispatching communication equipment are in an abnormal condition.Enterprisesshould promote and optimize the safety responsibility distribution of key post in the above 4 aspects.
