摘　　要：公共服务的发展水平和质量高低是衡量城市治理能力的重要尺度。雄安新区高质量公共服务体系的建构,对于建设未来之城、打造全国样板、培育创新发展新的增长极具有重要示范意义。合作网络的形成有助于公共服务质量的提升,合作网络治理为高质量公共服务体系建构提供了新的理论分析视角。本文基于核心组织管理型网络结构模型,依托合作网络治理理论,分别从雄安新区高质量公共服务体系的内容结构和运行机制进行了深入分析,进一步形成了主体聚合、区域凝聚、智慧凝结的雄安新区高质量公共服务体系的建构策略。The development level and quality of public services is an important measure of urban governance.The construction of a high-quality public service system in Xiong'an New Area is of great demonstration significance for building a city of the future,creating a national model,and fostering a new growth pole of innovative development.The formation of cooperative network contributes to the improvement of public service quality,and cooperative network governance provides a new theoretical analysis perspective for the construction of high-quality public service system.Based on the core organization-management network structure model and relying on the cooperative network governance theory,this paper makes an in-depth analysis of the content structure,operation mechanism and function operation,and forms a strategy for the construction of high-quality public service system in Xiong'an New Area featuring subject aggregation,regional aggregation and wisdom aggregation.
