基于“门槛理论”的吉林省松原市跨江发展研究

摘　　要：跨江发展是滨江城市发展的特殊阶段,是其优化城市布局、拓展城市发展空间的有效措施,但需要达到或超过一定的社会经济和技术条件,才能实现跨江发展.1992年成立的新兴城市——松原市,依托吉林油田和石油工业带来的经济效益,先后修建了6座横跨松花江的大桥联通南北、但随着油气资源的减少,资源型城市的不足逐渐显露,通过对照国内外滨江城市跨江发展的过程和模式,运用城市规划中的“门槛理论”,分析松原市跨江发展面临的“门槛”、影响因素和驱动机制,以期为松原市真正实现“一江两岸、六桥相连、组团分布、环道串联”的城市规划目标,提供理论支撑和政策建议.River-span development is a special stage of urban development and an effective measure for urban layout optimization and urban development space expansion of riverside cities.While,it needs to meet or exceed certain socio-economic and technical conditions to achieve river-span development.The emerging city of Songyuan established in 1992,had built 6 bridges across the Songhua River on the economic benefits from Jilin oilfield and the petroleum industry,which connect the north and the south river bank.But,with the decrease of oil and gas resources,the shortage of resource-based city has gradually emerged.From the experience,process and mode of riverside cities river-span development strategies at home and abroad,the threshold,factors and driving mechanism of river-span development strategies for Songyuan City were analyzed by the threshold theory in urban planning,so as to provide theoretical support and policy recommendations for the realization of the urban planning goals,which is one river and two banks,six bridges connected each other,clusters distributed,roads in loop series.
