东南民族乡村“发展洼地”逆转振兴机制研究--基于浙粤两省的调查分析

摘　　要：东南民族乡村在全国民族乡村中占有特殊地位,这一地区的特殊性长期淹没在所在地区的一般视野中。考察乡村振兴以揭示东南民族乡村的区域特点和发展特点,无论对于我国民族学研究还是区域经济研究都有一个补缺的意义。经过实地调查和数据分析,以浙粤两省为代表的东南民族乡村由于公共产品供给短缺,社会资本投资匮乏、价值优势转化能力不强以及自我发展能力不足的原因,普遍呈现出区域性发展差距持续扩大、主导产业带动效应不强、资源优势实现价值转化困难和青壮年劳动力外流突出等"发展洼地"现象。要实现逆转振兴,东南民族乡村必须依托本区域发达有利的资源条件,加强统筹协调,创新政策机制,完善联动和激励机制,构建生态发展机制,加大公共政策有效供给,促进区域平衡发展。Ethnic villages in southeast areas occupy a special position in China,which have long been submerged in the general study of the whole areas.It is of great significance for ethnological research and regional economic research to investigate the revitalization of ethnic villages in southeast China rural areas in order to reveal the regional and developmental characteristics.Through field work and data analysis,the ethnic villages in southeast China represented by the two provinces of Zhejiang and Guangdong are not able to develop themselves due to the shortage of public goods supply,the lack of investment,the faiure to utilize resources and the insufficiency to develop themselves.Therefore the phenomenon of“Development Depression”is generally presented,such as the widening of regional development gap,the weak effect of leading industries,the difficulty of realizing the value advantage of resources and the outflow of young and middle-aged labor forces.In order to realize the revitalization,ethnic villages in southeast China must rely fully on the resources of the region,overall planning and coordination,policy mechanism innovation,incentive and ecological development mechanisms,effective supply of public policies,to promote balanced development of regions.
