区域协同背景下上海数字经济生态圈的发展路径研究

摘　　要：近年来,中国数字经济发展迅猛,是实现我国创新驱动发展以及开展供给侧改革的中坚力量。在经济"新常态下",上海自由贸易试验区和临港新片区、陆家嘴金融城、张江高科技园区的建设是中国新一轮开放和制度创新的前沿。相较于其他发达国家和我国其他城市产业集群之间的相对完善、成熟且应用广泛的区域协同实施路径和机制,打造上海数字经济生态圈仍有漫长的道路需要探索。首先,从上海自贸区、陆家嘴金融城、张江高科技园区的优势入手,基于区域协同理论,研究如何构造高能级数字经济生态圈。其次,针对数字经济生态圈,从政府和企业两个视角,提出上海未来发展的路径选择。通过政府部门和企业双方采取措施,协调落实每一区域协同进程中的具体职责,提出数字经济生态圈的框架,对未来三地区的协同发展、促进数字经济的发展具有重要的启示意义。In recent years,the rapid development of China's digital economy is an important direction of innovation-driven development and the backbone of supply side reform.Under the"new normal"of economy,the construction of Shanghai pilot Free Trade Zone,Lingang New Area,Lujiazui Financial City and Zhangjiang High-tech Zone is the forefront of China's new round opening-up and institutional innovation.Compared with the relatively perfect,mature and widely used regional collaborative implementation path and mechanism between industrial clusters in other developed countries and other cities in China,there is still a long way to go to build Shanghai digital economic ecosystem.This paper starts with the advantages of Shanghai Free Trade Zone,Lujiazui Financial City and Zhangjiang High tech Zone,and studies how to construct a high-energy digital economic ecosystem based on the regional synergy theory.Secondly,in view of the digital economic ecosystem,this paper puts forward the path selection of Shanghai's future development from the perspective of government and enterprises.Through the government departments and enterprises to take measures to coordinate the implementation of the specific responsibilities of each regional collaborative process,the framework of digital economic ecosystem is proposed,which has important enlightenment significance for the coordinated development of the three regions in the future and the development of digital economy.
